In July 2018, EBC released a statement “Counting down to zero: Towards a future with underfunded health research?” which called on the European Commission, the European Parliament and the Council to increase the budget of the “Horizon Europe” programme to at least €120 billion. EBC welcomed the increase of the overall draft budget but firmly believed the proposed budget to be insufficient to effectively address today’s societal challenges. The treatment of brain disorders alone is estimated to cost close to €800 billion annually[1], which makes adopting a robust 9th Framework Programme with a strong focus on accelerating health research of paramount importance. What is more, the proposed budget for the “Health” cluster confirms a steady decrease of funding over time and across Framework Programmes, as health was previously allocated 12% under the 7th Framework Programme, 10% under Horizon 2020 and now 8% in the Horizon Europe proposal.

The 5-year long project (January 2020 – 31 December 2024) called ‘PRIME’ (Prevention and Remediation of Insulin Multimorbidity in Europe) aims to unravel how brain disorders throughout life can be traced to alterations in insulin signalling and how this relates to the somatic diseases type 2 diabetes and obesity. In total, 17 different university and private sector groups from 9 different European countries will participate in PRIME, which will receive €6 million funding from the EU’s Horizon 2020 programme.

The European Brain Council released its Policy Roadmap ‘Brain Health in Europe: Fostering Innovation, Improving Outcomes’ on the occasion of Brain Awareness Week 2021, calling for the establishment of an EU-wide and public health combined Brain Plan.

The Roadmap stressed that today, more than ever, EU health stakeholders need to come together and ensure that brain health is at the centre of the Union and its Member States’ public health agenda. We need to combine our efforts to foster innovation in research and treatment for mental and neurological disorder and to improve the quality of life of affected patients.

The release of the Roadmap was accompanied by an official European Parliament roundtable, co-hosted by MEP Maria da Graça Carvalho (EPP, Portugal) and MEP Tomislav Sokol (EPP, Croatia), in April 2021. The roundtable was an opportunity to formally launch the Policy Roadmap to policymakers, bringing together key stakeholders to discuss the Roadmap’s recommendations and next steps for better outcomes for people living with mental and neurological disorders.
