										<content:encoded><![CDATA[<p>A meeting to discuss finalizing creation of the Portuguese Brain Council (PBC) took place in Lisbon on 19<sup>th</sup> April 2017 at Ciência Viva &#8211; a national agency for the promotion of initiatives for the public awareness of Science and Technology in Portugal. Representatives of key scientific societies discussed what has been achieved so far, what are going to be the main objectives that the Council will identify itself with, what are examples of activities in other countries, as well as the types of membership that the Statues will allow for. It has been concluded that despite a long history of neuroscience research in Portugal, it is not a known fact among the general public, therefore one of the first activities of the Council will include raising awareness in this regard. The official launch of the Portuguese Brain Council is expected to take place in May 2017. PBC together with EBC will explore how the EU Commissioner for Research – Carlos Moedas shall be kept up to date with these developments. A representative from EBC attended the meeting.</p>

										<content:encoded><![CDATA[<p>On 11<sup>th</sup> April 2017, EBC attended the European Parliament&#8217;s Interest Group on Carers meeting. Held at the European Parliament in Brussels, the meeting was hosted by <a href="http://www.eurocarers.org/">Eurocarers</a>, the European network representing informal carers and their organisations, and MEP Marian Harkin.</p>
<p class="m_-5583598654504856234m3554292191185935379m-5500932279700626027msonospacing"><span style="font-family: 'Times New Roman'; font-size: medium;">The meeting primarily addressed the relevance of the new European Pillar of Social Rights in addressing the issues faced by carers in relation to employment, social security, social inclusion and health. Last March 2016</span><span style="font-family: 'Times New Roman'; font-size: medium;">, </span><span class="m_-5583598654504856234gmailmsg"><span lang="EN">the European Commission put forward an initial outline of what should become the European Pillar of Social Rights. This will identify a number of essential principles common to Euro-area Member States, focusing on their needs and challenges in the field of employment and social policies.  </span></span><span class="m_-5583598654504856234gmailmsg"><span style="font-family: 'Times New Roman'; font-size: medium;"><span lang="EN">Once in place, the Pillar should become the reference framework to screen the employment and social performance of participating Member States, to drive reforms at national level and, more specifically, to serve as a compass for the renewed process of convergence within the Euro area. </span></span></span><span class="m_-5583598654504856234gmailmsg"><span style="font-family: 'Times New Roman'; font-size: medium;"><span lang="EN">A preliminary outline of the European Pillar of Social Rights was the subject of a EU stakeholder consultation. This contained three main categories in the field of employment and social policies, subdivided in a number of policy domains:</span></span></span></p>

<p class="m_-5583598654504856234m3554292191185935379m-5500932279700626027msonospacing"><span class="m_-5583598654504856234gmailmsg"><span style="font-family: Symbol; font-size: medium;">·</span></span><span class="m_-5583598654504856234gmailmsg"><span style="font-size: xx-small;">         </span></span>Explore how the Pillar could best support carers and their needs and issues:</p>
<p class="m_-5583598654504856234m3554292191185935379m-5500932279700626027msonospacing"><span class="m_-5583598654504856234gmailmsg"><span style="font-family: Symbol; font-size: medium;">·</span></span><span class="m_-5583598654504856234gmailmsg"><span style="font-size: xx-small;">         </span></span>Explore the synergies between the various health and social stakeholders are EU level.</p>
<p>In the next week, the European Commission will be releasing more details on the Pillar of Social Rights, the purpose of which is to find balance between economic and social issues in Europe.  The Commission will release a document outlining principles on how citizens should be treated, linked to a number of concrete policy proposals, to include work-life balance, and the right to long-term care.  Following consultation, a white paper will be released outlining how these rights will be implemented and who is responsible.</p>
<p>Representatives of the social platform are concerned that the principles create a momentum across member states to improve citizens’quality of life, and that the document is not simply aspirational.</p>

										<content:encoded><![CDATA[<p>On Wednesday 12 April 2017, the symposium<em><strong> Mental Health in Europe: Promoting Equal Opportunities and Social Participation</strong>, </em>was held at Thon Hotel in Brussels. The meeting gathered delegates from various health industries and organizations, academics and MEPs to discuss the prevention, detection, and treatment of mental health difficulties. Among other key topics of discussion were: exploring innovative approaches to prevent and handle mental health issues in the workplace, promoting cross-sectoral cooperation, exploring ways to increase the visibility of mental health issues in the society, determining how to improve the accessibility of existing support services and building strong partnerships with relevant stakeholders in the public and private sector.</p>
<p>The meeting provided an excellent platform to discuss prevention and treatment of mental health disorders and exchange on best practice interventions. It also raised the importance of promoting  equal opportunities for people with mental health problems, in particular in the workplace. For EBC it was an opportunity to showcase the Value of Treatment for mental and neurological [Brain] Disorders research project and highlight preliminary findings and forthcoming evidence-based recommendations with regards to early intervention. « <a href="http://www.notmyselftoday.eu/">Not Myself today</a> », a flagship initiative of EBC was also highlighted.</p>

										<content:encoded><![CDATA[<p style="text-align: justify;">From 1 &#8211; 4 April, EBC was pleased to attend the 25th European Congress of Psychiatry held by one of its members, The European Psychiatric Association (EPA), in Florence, Italy. Guided by the motto “Together for Mental Health,”  the congress facilitated learning, discussion, and exchange among European and international psychiatrists together with leaders of stakeholder organisations in mental health. A special focus of the EPA Congress was the dialogue between neurosciences and social sciences in the context of a psychiatry congress, overcoming the traditional separation between the domains of biology and human relationships, which has misled for too long the psychiatric and scientific professions and public opinion.​ The congress hosted an incredible range of speakers and leading experts in their fields, attending from all over Europe. The topics of discussion were also diverse and covered many aspects of psychiatry, ranging from &#8220;Gaming, gambling, behavioural addictions: Challenges in diagnosis and treatment​&#8221; and &#8220;Mental health care in refugees and asylum seekers&#8221; to ​​&#8221;Social media and e-mental health&#8221; and &#8220;Promoting mental health in the health and non-health sectors&#8221;. EBC was extremely pleased to contribute to the congress through a joint Symposium with EPA on EBC&#8217;s Value of Treatment (VoT) for brain disorders research project evaluating the treatment gap of mental and neurological brain disorders.</p>
